President Barack Obama on Thursday outlined plans for a high-speed rail network he said would change the way Americans travel. Obama was careful to point out that his plot was only a down payment on an ambitious project. If realized, it could connect Austin and dozens of other metropolitan areas around the country with high-speed trains. “What we need … is a smart transportation system equal to the needs of the 21st century,” he said, “a system that reduces travel times and increases mobility, a system that reduces congestion and boosts productivity, a system that reduces destructive emissions and makes jobs.”
